About MHSOAC
In November 2004, California voters passed Proposition 63, the
Mental Health Services Act
(MHSA) with 53.4% of the vote.
The new law calls for the establishment of the Mental
Health Services Oversight and Accountability Commission
(MHSOAC). Section 5845(a) of the Welfare and Institutions
Code defines the creation and composition of the Commission:
The Mental Health Services Oversight and Accountability Commission is hereby established to oversee Part 3, the Adults and Older Adults Systems of Care Act; Part 3.1, Human Resources; Part 3.2, Innovative Programs; Part 3.6, Prevention and Early Intervention Programs; and Part 4, the Children’s Mental Health Services Act. The Commission shall replace the advisory committee established pursuant to Section 5814.
